North Carolina is a puppy mill state. What is a puppy mill? It is a large-scale dog breeder operation that cares more about profits than the dog's welfare. Dogs live in dirty wire cages, frequently with no access to food, water or vet care. It's time that our laws reflect our values and rid North Carolina of puppy mills.
